More than 28,000 people who receive OPWDD supports and services have chosen mainstream Managed Care plans to manage their health care needs. OPWDD continues to explore the viability of a specialized Managed Care option for people with developmental disabilities.  Currently, managed care for developmental disability needs is only available in the New York metropolitan area through the Fully Integrated Duals Advantage (FIDA-IDD) Plan or Program of All-Inclusive Care for the Elderly (PACE).

OPWDD has published for a second round of public comment a revised Draft Specialized I/DD Plans-Provider Led (SIPs-PL) Qualification Document, which outlines how specialized managed care organizations can appropriately provide managed care to people with developmental disabilities.
Managed Care Options
Fully Integrated Duals Advantage (FIDA-IDD)

The Fully Integrated Duals Advantage (FIDA-IDD) Plan is a specialized Managed Care plan for people dually enrolled in Medicaid and Medicare available in 9 counties of downstate New York, including Rockland, Westchester, Nassau, Suffolk, Queens, Richmond, Kings, Bronx and New York.

Program of All-Inclusive Care for the Elderly (PACE)

The Program of All-Inclusive Care for the Elderly (PACE) is a managed long-term care health plan offered in New York City, the Bronx and Staten Island that provides healthcare and other services for seniors. This program for people 55 or older is offered through ArchCare’s Senior Life Program.
