About

The NYS Institute for Basic Research (IBR) Early Intervention Evaluation Center specializes in center-based comprehensive assessments for neonates, infants, and toddlers, from birth to age three. The Center provides developmental assessments in the areas of:

  • Cognitive development (thinking, memory, and problem-solving) 
  • Speech and language development 
  • Motor development 
  • Social and emotional development 
  • Adaptive behavior 
  • Sensory processing

A unique feature of the Center is its provision of highly specialized assessments that have been developed for high-risk neonates (from birth to one month of age). These evaluations can provide early developmental information to ensure the earliest introduction of intervention. IBR also has extensive experience in autism screening and diagnostic evaluation.

Staff

Our evaluators are all State-approved, -licensed and/or certified according to State regulations and are under contract with New York City. Our team has many years of experience evaluating neonates, infants and toddlers who are at risk for or who present with developmental delays or disabilities.

Eligibility for Services

Eligibility for early intervention services is determined by our State-approved evaluators, who are under contract with New York City. Our center works with the New York City Bureau of Early Intervention and the child’s family to develop a plan for services that best addresses the child’s needs. All services must be authorized by the New York City Bureau of Early Intervention, which will then arrange for service providers to deliver services to your child.

Financial Information

  • All evaluations are provided at no out-of-pocket costs to parents, but the municipality may access the family/child’s health insurance for reimbursement.
  • If early intervention services are delivered in child care settings or community locations that require a fee, the parent is responsible for paying any costs associated with access to the child care or community location.
  • The IBR Early Intervention Evaluation Center is approved by the New York State Department of Health and is under contract with the New York City Department of Health and Mental Hygiene.
  • The New York City Early Intervention Program is a public program funded by New York State and county governments.
