Acting Commissioner Kerry Delanay

Kerry A. Delaney is the Acting Commissioner of the New York State Office for People With Developmental Disabilities (OPWDD). In this role Ms. Delaney heads one of New York State’s largest agencies, with a mandate to provide services and supports to more than 130,000 people with intellectual or developmental disabilities and leads a workforce of more than 22,000 direct support staff, clinicians, nurses, researchers and other professionals throughout the state.  

Ms. Delaney previously served as General Counsel and then as Executive Deputy Commissioner at OPWDD. Acting Commissioner Delaney has been instrumental in the continuing transformation of OPWDD and New York’s system of services and supports for people with developmental disabilities. In 2015 she convened the pivotal Transformation Panel – a diverse stakeholder taskforce charged with examining the OPWDD system, identifying areas for improvement and proposing the necessary solutions. As Acting Commissioner, Ms. Delaney is driving the implementation of the Transformation Panel’s recommendations – an effort that includes initiatives to advance person-centered planning, housing opportunities, community inclusion, and employment for people supported by OPWDD. 

Most recently, Ms. Delaney and her team have launched an innovative modernization of care and service coordination in New York State. The initiative, People First Care Coordination, will utilize Care Coordination Organizations (Health Homes) to integrate and align developmental disability service coordination and health and wellness service coordination. People First Care Coordination will provide more comprehensive care coordination to service recipients and serve as a bridge to the eventual transition to managed care. 

Prior to joining OPWDD, Ms. Delaney served the State of New York as an Assistant Counsel to the Governor, and Senior Attorney at the New York State Office of Temporary and Disability Assistance.  Prior to that, she was an Appellate Court Attorney with the New York State Supreme Court. Ms. Delaney holds a Juris Doctor from Albany Law School, where she was a summa cum laude graduate. She and her husband live in the Albany, NY area with their three children.
