Empire State Supportive Housing Initiative - Data by Region

The ESSHI initiative creates opportunities for living in an apartment with additional individualized supports.  The counts in the table below represent OPWDD’s estimate of individuals who may qualify for the ESSHI initiative based on the following criteria:

  • be eligible for OPWDD services;
  • reside home with family and be at least 40 years old or currently reside in a developmental center setting;
  • has an Individual Service Planning Model (ISPM) score of 1 or 2 (an indicator that the person has lower support needs); and
  • has expressed an interest in housing supports through OPWDD’s residential request list.

It is important to note that OPWDD actively manages access to certified housing at a regional level for those who have imminent housing needs through the Certified Residential Opportunities (CRO) process.
