The New York State Office for People With Developmental Disabilities (OPWDD) is issuing the following updates to the Clearinghouse for Billing and Claiming to Third Party Health Insurance Companies Request for Proposals (Clearinghouse RFP):

    Important to Note: this contact is replacing both Stacey Relation and Kelly Carver as originally designated in the Clearinghouse RFP. Proposals should be addressed to the attention of Connie Blais, also. 
  2. The attached “7.9 SDVOB” is replacing section 7.9 of the RFP, entitled “NEW YORK STATE SERVICE-DISABLED VETERAN-OWNED BUSINESSES”.
  3. The attached “Q&A Update” lists additional responses to questions 29, 33, 34, 47, 48 and 49. Vendors MUST consider the November 15, 2018 revisions when preparing their proposals for the Clearinghouse RFP.   

The Proposal Due Date and time as indicated in the Calendar of Events, along with all other terms and conditions of the Clearinghouse RFP, remain the same.

Please note: Bidders are directed to consider the responses and clarifications provided in the “Clearinghouse QA” document along with the RFP specifications and requirements when developing their proposals. Bidders must use the REVISED Attachment 2 Clearinghouse Pricing Proposal Form.

The New York State Office for People With Developmental Disabilities (OPWDD) is notifying all potential bidders of a revision to the Clearinghouse for Billing and Claiming to Third Party Health Insurance Companies Request for Proposals (Clearinghouse RFP) section 6.13, Evaluation Methodology, Final Composite Score.

10/23/2018 Version: “A final composite score will be calculated by combining the Technical Proposal score, the Interview score, and the Pricing Proposal score.  The proposals will be ranked based on the combined scores.”

Revised Version: “A final composite score will be calculated by combining the Technical Proposal score, and the Pricing Proposal score.  The proposals will be ranked based on the combined scores.”
