2025 Replacement of Underground Steam and Condensate Piping for Institute for Basic Research

OPWDD’s Contract Management Unit on behalf of the Institute for Basic Research is soliciting quotes from responsible and qualified MWBE, SDVOB or NYS small business contractors to provide complete replacement of the leaking underground steam and condensate (LPS) line assembly connecting Building 25 to Building 1 at OPWDD’s Institute for Basic Research at 1050 Forest Hill Rd, Staten Island, NY 10314.

This procurement opportunity is limited to New York State Small Businesses, New York State businesses certified pursuant to Articles 15-A and 17-B of the New York State Executive Law - Empire State Development Corporation certified Minority or Woman Owned Businesses (MWBE) or New York State Office of General Services Service-Disabled Veteran-Owned Businesses (SDVOB) only.  Please provide a copy of your firm's certification documents when submitting a quote.

State Finance Law 160 (8), defines the terms “small business concern” or “small business” as meaning a business which is resident in New York state, independently owned and operated, not dominant in its field, and employs one hundred or less persons.

References, experience, financial resources, and applicable insurances are required. The contractor or its principals must be able to provide references that verify they have three (3) years of relevant experience to complete the work as listed in the Scope of Work. The contractor will be required to comply with all local, state, and federal laws, regulations, and ordinances.

Contractor and its subcontractors must be registered with the New York State Department of Labor (NYSDOL) and submit their Certificate of Contractor Registration at the time of the bid submission for any Article 8 project.

Any interested Contractor MUST complete a Mandatory Site Visit in order to submit a quote.
