The New York State Office for People With Developmental Disabilities (OPWDD) is continuing the evaluation of Applications received in response to the Request for Applications (RFA) titled Supportive Residential Habilitation Transformation Grant. Per section 1.2 of the RFA, the due dates and deadlines posted in the RFA are “targets and are subject to change at OPWDD’s sole discretion”. Therefore, the Notification of Tentative Award has been postponed until further notice.

MAY 31, 2022 NOTIFICATION:
The New York State Office for People With Developmental Disabilities (OPWDD) is providing the attached slides as requested in questions 88 – 90 of the “OPWDD Responses to Questions” posted on May 18th, 2022 for the Supportive Residential Habilitation Transformation Grant Request for Applications (RFA). Please note the “OPWDD Responses to Questions” document is the official response to questions, which contains responses to questions provided in the slide deck that were further refined.

The New York State Office for People With Developmental Disabilities is issuing an Addendum to the Supportive Residential Habilitation Transformation Grant Request for Applications (RFA). The Addendum includes a "Summary of RFA Addendum", the OPWDD Responses to Questions, a revised Version of the RFA and a Revised Cost Proposal form. The newly issued Version 3 of the RFA contains substantive changes to the March 25, 2022, 2nd version of the RFA, which are explained in the "Summary of RFA Addendum". Applicants are advised to review the new version of the RFA in its entirety. The newly issued RFA, including the OPWDD Responses to Questions, the Revised Cost Proposal and the Summary of RFA Addendum are attached here on OPWDD’s Procurement Opportunities website at: https://opwdd.ny.gov/procurement-opportunities/grant-opportunity-supportive-residential-habilitation-transformation and the New York State Contract Reporter website: https://www.nyscr.ny.gov/contracts.cfm.; included with email notification to original bidder's list; and the Revised Version 3 of the RFA has been uploaded to the Opportunity in Grants Gateway, replacing the former Version 2; and the OPWDD Responses to Questions is also uploaded to the opportunity.

RFA Section 4.3 Cover Letter (Pass/Fail) has been revised to include the highlighted instructions below:
Original 4.3.2: The Cover Letter Template includes all Minimum Qualifications criteria, per Section 1.3 of this RFA, and the Applicant must acknowledge they meet all criteria. If an Applicant does not complete the Cover Letter in its entirety, their application will be removed from further consideration.

RFA Section 4.5 Cost Proposal
The Cost Proposal and Cost Proposal Instructions referenced in section 4.5 of the RFA have been revised to accommodate the total cost of a program and to allow applicants the ability to delineate other sources of revenue separate from costs being requested under the funds allocated for this opportunity. Applicants MUST utilize and complete the Revised Cost Proposal Template located at https://opwdd.ny.gov/procurement-opportunities/grant-opportunity-supportive-residential-habilitation-transformation, and upload it to the Cost Proposal field located on the Pre-Submission Uploads page of the Upload Properties tab in Grants Gateway. Documents will not be accepted if emailed.
APRIL 29, 2022 NOTIFICATION:
The New York State Office for People With Developmental Disabilities (OPWDD) is reviewing the final drafting of the "OPWDD Responses to Questions" and will post them as soon as possible. Please be advised that additional time will be granted for submission of applications and scheduled dates will be modified, as allowed in section 7.14.2. of the Supportive Residential Habilitation Transformation Grant Request for Applications (RFA), OPWDD reserves the right to “change any of the scheduled dates as provided in Section 1 of this RFA, Key Dates and Events”.
Please note, OPWDD is amending the March 22nd version of the RFA per section 7.14.29: the OPWDD reserves the right to amend the RFA specifications to correct errors or oversights, or to change any of the scheduled dates, or to supply additional information, as it becomes available. Modifications to this RFA shall be made by issuance of amendments and/or addenda.
Due to a delay in the notification to Bidders and posting of the New York State Contract Reporter Advertisement, the OPWDD is extending the originally scheduled due dates in section 1.2 of the RFA, Key Events and Dates, as follows:

It is also important to note that even though the date of the Applicant Conference call has not changed, the time of the call is now included: 1:00 p.m. on April 6th, 2022.
Per 7.16.3.1, the OPWDD must receive formal protests concerning errors, omissions, or prejudice, including patently obvious errors in the bid specifications or documents at least ten (10) calendar days before the date set in the solicitation for receipt of bids.

APRIL 18, 2022 NOTIFICATION:
Per section 1.2 of the Grant Opportunity: Supportive Residential Habilitation Transformation Grant Request for Applications (RFA), Key Events and Dates, The New York State Office for People With Developmental Disabilities (OPWDD) is changing the release date of the OPWDD Responses to Questions. It is anticipated the OPWDD Responses to Questions will be released within the next week. As a result of this, the Applications Due Date will be extended at least two weeks beyond the current due date of May 4th, 2022. Although a revised version of the RFA will be issued to accommodate the modifications to section 1.2 Key Events and Dates, all other terms and conditions of the RFA will remain the same.
