RFP: NCI Survey Coordination

OPWDD is issuing this Request for Proposal (RFP) to select a responsive and responsible Bidder to conduct the National Core Indicators surveys (i.e., In-Person Survey and Family Survey) for randomly selected individuals throughout the State of New York. OPWDD wants to collect data from the NCI In-Person Survey (IPS) and Family Survey suite (Adult Family Survey, Family Guardian Survey, and Child Family Survey) to meet the Center for Medicare & Medicaid Services Access Rule reporting requirements, as well as for other federal and internal reporting and data sharing.

For each survey, the sample will have targets identified by OPWDD.  The selected Bidder will be responsible for recruiting, training, and deploying staff statewide to conduct In-Person Surveys and Family Surveys. The selected Bidder will be provided with an oversampling of data upon or before the contract award date.

This RFP will be posted on both the NYS OPWDD Procurement Opportunities webpage at https://opwdd.ny.gov/procurement-opportunities, and on the NYS Contract Reporter (NYSCR)  website at https://www.nyscr.ny.gov/, as required by Economic Development Law 4-C, titled “The Procurement Opportunities Newsletter.”

Deadline for Submission of Questions and Notice of Intent to Bid : 02/14/2025

Issuance of Responses to Questions: 02/24/2025

Proposal Due Date03/05/2025 by 3:00 pm

Anticipated Notification of Tentative Award: 04/30/2025

Anticipated Contract Start Date: 07/01/2025

MINIMUM QUALIFICATIONS

Any Bidder submitting a proposal in response to this RFP must meet the minimum qualifications listed below. Bidders must certify that they meet these minimum qualifications in their Administrative Proposal response and information demonstrating these qualifications must be incorporated into the Bidder’s Technical Proposal response. Bidders must:

  • have a minimum of one year demonstrated experience in the recruitment, training, management, execution and reporting functions associated with in person and family surveys or studies.
  • have a minimum of one year demonstrated experience in data collection and reporting.
  • have the ability to carry out simultaneous research projects both in person and remotely, and present results for all within a specific timeframe.
  • be able to provide services across New York State.
