Recommendations from Applied Self-Direction


At OPWDD’s request in the fall of 2016, the Centers for Medicare & Medicaid Services (CMS) assigned Applied Self-Direction to assess OPWDD’s Self-Direction program and provide recommendations for program improvement from the perspective of national experts. The Applied Self-Direction team conducted multiple interviews with OPWDD Central Office staff and listened in on focus groups involving Self-Direction participants, parents, Support Brokers, Fiscal Intermediaries (FI) and OPWDD Regional staff.

Based on the input gathered, Applied Self-Direction focused on themes of program complexity, inconsistency, quality of Support Brokers, scaling, and person-centeredness in the FI function.
