Recruitment and Retention Resources


OPWDD is collaborating with agencies in the human service sector, labor and educational systems to develop strategies and best practices that support a competent and stable workforce for the developmental disabilities system.   One of those partnerships is with the NYS Department of Labor (DOL), offering no-cost programs and services through its statewide Business Engagement program. 

Partner with the VA to Recruit Veterans

Partnerships can also be developed by providers with the Veterans Administration that can offer additional financial benefits to Veterans who work in training programs.  Learn more about how to become a VA-approved employer in New York.

Core Services

Job Posting Services 

Organizations can post jobs with the New York State Job Bank/JobsExpress at no cost.  They can also sign up for Indexing which is an automatic feed that pulls jobs right from their career site to DOL’s.  Alternatively, DOL staff can post the businesses positions for them; they would just give DOL the job description, skills and abilities desired, and staff can post the job and find the best match possible. 

Cost Savings:  A business utilizing DOL Recruitment Services can save up to $8,000 per year.


  • JobsExpress currently has over 135,000 job openings posted from businesses across the state.
  • Advertising jobs on the NYS Job Bank/JobsExpress allows businesses to develop a large pool of qualified candidates for their open positions.
  • Over 40,000 job seekers visit the NYS Job Bank on a monthly basis, that means job postings get lots of exposure.

NY Talent / Job Zone – Skills Matching Services

NY Talent is an alternative self-service tool that helps organizations find the most qualified candidates for their job openings.  It offers a job posting development tool where a business can create robust job descriptions with ease.  NY Talent also allows businesses the ability to search the large resume database.  NY Talent is the sister tool to JobZone which is the system that jobseekers use to build resumes and match to job openings.  Both tools use artificial intelligence technology to analyze job orders and resumes using skills matching, rather than keyword matching.

Career Fairs/Recruitment Services

Participating in Career Fairs, Mini Job Fairs or Customized Recruitments is another great way to find qualified workers.  These no-cost events offer a setting where an organization can meet several candidates face-to-face.  DOL can target events to specific industries or to an individual business, holding events at DOL facilities or at the location of the business doing the recruitment. 

Cost Savings:  Conducting recruitment events at DOL Career Centers can save a business up to $15,000 a year.  

Human Resource Consultation Fact Sheet

DOL Occupational Analysts can help organizations with a variety of human resources services at no cost, saving them thousands of dollars each year.  DOL services include:

  • Job Analysis - Review the specific requirements of a job and the work performed to develop detailed job descriptions
  • Skills Gap Analysis - Identify and compare the knowledge, skills and abilities of individuals with the job requirements to identify transferable skills and training needs
  • Employee Handbooks - Help develop a new guide for employees, or review an existing version
  • Legal Compliance - Referral to resources of information on labor laws
  • Employment Applications - Review current applications or help develop new ones to ensure compliance with Equal Opportunity Employment laws
  • Interview Techniques - Help you get the information needed from interviews
  • Employee Orientation - Develop consistent standards for new hires to help them learn about your business and their job
  • Turnover Analysis - Help determine why workers leave their jobs and suggest steps reduce the time-consuming and costly process of recruiting new employees

Federal Bonding Program Fact Sheet

The Federal Bonding Program was created as a hiring incentive for job seekers with employment challenges. The FBP provides no-cost fidelity bonding for six months to organizations that hire hard-to-place job seekers.

Layoff Aversion

Rapid Response helps workers locate training and find new jobs when an organization closes or cuts its workforce. Rapid Response also helps companies with layoff aversion strategies such as:

  • Shared Work
  • Incumbent Worker Training
  • Labor/Management Committees
  • Employee Stock Ownership/Succession Planning

Shared Work Fact Sheet 

The Shared Work program helps organizations survive temporary downturns by giving them an alternative to firing full-time workers. Under this program instead of cutting staff, organizations can reduce the number of hours of all workers or just a select group.
