This Administrative Directive Memorandum (ADM) identifies New York State Office for People With Developmental Disabilities (“OPWDD”) requirements for residential provider agencies and providers of care management in the Certified Residential Opportunities (“CRO”) process. OPWDD seeks to ensure the most integrated and least restrictive housing options are explored and made available to people with intellectual and developmental disabilities seeking services in residential facilities certified or operated by OPWDD (“residential facilities”).
The CRO process is designed to facilitate sustainable, equitable, and accessible housing and residential supports. Access to housing and residential supports are managed by OPWDD to ensure equity and availability of services for those in greatest need.
